The following guidelines have been used for card selection:

• Power and efficiency are important, but weight is also given to historical significance and representativeness of the capabilities of a color or color combination.
• Cards that are currently banned in Pauper are excluded.
• Each color has the exact same number of cards, even counting multicolor and lands.
• Artifacts with colored mana symbols anywhere on the card are considered as being those colors.
• No functionally identical cards (e.g., Elvish Mystic and Llanowar Elves; Thraben Inspector and Novice Inspector). Very close but not exact is OK, though.

52 cards per color, 20 multicolor (8 of each color), 30 colorless, 50 lands.
